The federal government and the utility industry, working together, have embarked on a long-term program to improve energy efficiency, increase the use of renewable energy, and to improve the efficiency of the utility infrastructure by implementing smart meters and demand response programs. A relatively simple, proven contract vehicle, called a Utility Energy Services Contract (UESC), was developed to enable federal facilities to contract for a broad array of energy conservation, renewable energy, and metering services from their local utilities on a sole source basis. To date, UESCs implemented by utilities and federal agencies have helped install approximately $1 billion in efficiency improvements on federal facilities.
EEI is working with its members to help streamline the government procurement process, facilitating access to markets for power and a host of energy conservation and value-added services worth over $10 billion per year.
