Edward H. Comer is Vice President and General Counsel at the Edison Electric Institute. He has been with EEI since 1981.
At EEI, Ed is responsible for all legal issues affecting EEI and its members. He represents EEI in Congress and in proceedings before the Federal Energy Regulatory Commission. He presents EEI's views to federal agencies such as the DOE and Treasury, and to state legislative and administrative bodies as well. He is currently engaged in issues involving global climate change, economic stimulus matters, transmission siting, efficiency and general utility regulation.
Ed also hosts EEI's biannual legal conferences, which discuss legal issues of significance to the electric industry. EEI's legal conferences are certified for Continuing Legal Education Credits in 33 states.
Ed holds a Bachelors degree from the University of Chicago, where he specialized in Russian History, and a Law degree from the University of Pennsylvania Law School. He is also an active member of the American Bar Association. Prior to joining EEI, he spent several years in private practice at Terris and Sunderland in Washington, D.C. Before that, he worked at the Office of Hearings and Appeals at the U.S. Department of Energy (DOE) on oil rate regulation and allocation issues.
