Electric companies are joining to form Regional Transmission Organizations that will provide independently operated transmission service under consistent terms and conditions. FERC’s Order No. 2000 encouraged the formation of RTOs, outlining certain characteristics and functions they must possess. RTOs play a central role in FERC’s proposed Standard Market Design NOPR, and participation in an RTO would be mandatory.
