To help aggressive merchant power developers get on the fast track, Edison Electric Institute's Alliance of Energy Suppliers is developing guidebooks to siting, permitting, and licensing power generating facilities. The guidebooks, initially covering 10 key states—Arizona, California, Florida, Georgia, Michigan, Missouri, Nevada, New York, Ohio, and Texas—will identify the who, what, and how of successful siting:
Whom the developer needs to work with and the publics involved in the process. The guidebooks will also identify the citizen participation/public involvement process in each state, as well as the local and regional issues.
What permits, approvals, and certifications are required, including descriptions and specifications.
How the process works in each state and how long it takes.
The guidebooks have other special features:
simple logic diagrams that guide the user through the permitting process;
permitting strategies and alternatives based on recent case histories;
listing of required state and federal permits for thermal projects (except coal), including air, water, wetlands, and hazardous waste permits;
critical path management charts, identifying the best- and worst-case scenarios;
an estimating tool for permitting costs;
web links and guides to required application forms;
web links to potentially applicable state and federal regulations;
regulatory agency contacts;
hotline help numbers;
web links to the U.S. Environmental Protection Agency's Aerometric Information Retrieval system and national database of attainment status for National Ambient Air Quality Standards;
issues and upcoming regulations to consider at the state, regional, and federal levels; and
listings of recently submitted permits, by state and applicant.
The "Power Plant Siting, Permitting, and Licensing Guidebooks" (developed in collaboration with Nexant, Inc.) will be available in print and through an electronic database.
