| When facing a public power takeover, you'll need to arm yourself with a multi-faceted stategy. Edison Electric In- stitute (EEI) has developed a tactical guide to help, called New Public Power Takeovers. It includes advice on how to organize allies, communicate effectively, and as a last resort, how to defeat a takeover at the ballot box. The guide also includes a list of €€rms (below) that have been active in consulting with utilities about takeover attempts and conducting government takeover feasibility studies.
