EEI Electric Rate Advanced Course

Register now for the EEI Electric Rate Advanced Course.  This course is designed for experienced rate practitioners; both as a refresher on cost of service basics, and as a review of cutting-edge rate making trends and issues.  The course will offer an opportunity for students to participate in fashioning regulatory strategies in a group situation.  

Sunday, August 3 - Refresher Workshop - This optional pre-course workshop will give students an overview of costing and pricing concepts.  It is designed for students who need a refresher on embedded cost of service studies, and basic rate design.

Monday, August 4Cost Allocation – Day 1 will start with the identification of teams and the description of student projects involving the development of regulatory strategies.  Day 1 continues by walking through the allocation of costs to generation, transmission, and distribution functions; then focuses on the development of cost of service for stand-alone distribution services. The discussion includes hands-on numeric examples that allow students to practice methods of embedded cost analysis (functionalization, classification, allocation), and marginal cost analysis (the development of incremental and decremental costs).  The first day concludes with a discussion of demand-side management trackers, decoupling mechanisms, and retail rate reform.

Tuesday, August 5Rate Design – Day 2 expands the discussion into rate design practices in the following four key areas: (1) Designing Efficient Rates – Design of demand-response rates and pricing risk management; (2) Cost of Capital – Current trends and issues involving cost of capital, including new risks not necessarily captured in traditional methods; (3) Customers – Customers perspectives on energy policy, rates, pricing, and the implications for business and regulatory strategies; and (4) Alternative Regulation – Alternatives to traditional cost of service regulation.  Day 2 will end with students working in groups on their regulatory strategies.

Wednesday, August 6Summation – Day 3 focuses on the results of the regulatory strategy work groups.  It concludes with a round-table discussion that encourages students to integrate information from the previous two and one-half days into a strategic perspective on rate making.

The EEI Electric Rate Advanced Course will run from Sunday, August 3 through Wednesday, August 6, 2008 at the University of Wisconsin-Madison in the Fluno Center for Executive Education in Madison, WI.  The course is sponsored by, and developed in cooperation with, the Edison Electric Institute Rates and Regulatory Affairs Committee.

Registration Information

The registration fee for this course is $1,900, and includes all instruction, course materials, meals and receptions. (Note: dinner is not provided on Tuesday night so students can enjoy dinner out on the town.) Registration is limited to 35 attendees to assure optimum interaction between participants and the course leaders.
