EEI President Tom Kuhn today announced that Edward H. Comer, EEI’s Vice President and General Counsel, has been appointed to the position of Corporate Secretary. Comer was elected to his new position by EEI’s board of directors during the association’s recent CEO meeting in New York.

“Ed will serve as a key liaison between EEI’s senior management team and its board of directors and will be responsible for ensuring that critical corporate matters raised by the board are effectively addressed,” Kuhn said. “He has worked closely with our CEOs on policy and legal issues for many years and can easily step into his new role as Corporate Secretary. With so many challenging issues on its plate, our board will benefit greatly from Ed’s vast industry experience and tremendous steadfastness.”

Comer began his EEI career in 1981 as a staff attorney and was promoted to Vice President and General Counsel in 1998.  As General Counsel, Comer is responsible for all legal issues affecting EEI and its members and works directly on the critical policy issues affecting the electric industry. He represents EEI in Congress and in proceedings before federal regulatory agencies, including the Federal Energy Regulatory Commission, the Department of Energy, the Environmental Protection Agency and several others agencies. He also represents EEI before state legislative and administrative bodies and with state officials on matters of general industry interest.
 
Comer also manages an active litigation practice at EEI.  EEI regularly appears as an amicus or intervenor in matters of general electric utility interest in cases before the U.S. Supreme Court, federal Courts of Appeals and the highest courts in individual states. 
As Corporate Secretary, Comer adds to his duties the responsibility of supporting the association’s 72-member board of directors, the main driving force behind EEI policy.

Comer holds a bachelors degree from the University of Chicago, where he specialized in Russian History, and a law degree from the University of Pennsylvania Law School. He is an active member of the American Bar Association, the Energy Bar Association and the Association General Counsel Forum. Prior to joining EEI, he spent several years in private practice at Terris and Sunderland in Washington, D.C. Before that, he worked at the Office of Hearings and Appeals at the U.S. Department of Energy (DOE) on oil rate regulation and allocation issues.
