Reselling of electricity occurs when an electricity customer purchases electricity from a utility and sells that electricity, via an internal or external distribution system, to inset customers. Inset customers are generally tenants of the original electricity customer. Electricity reselling most often occurs in shopping centers, office buildings, industrial parks, and mobile home parks. EEI has tracked and recorded all state regulations regarding the resale of electricity. Submetering (reselling) is a growing issue amongst mall-based commercial retailers and the state rules centering around this topic directly affect the customer's monthly electricity bills. The traditional landlord/tenant relationship depends on both parties knowing the rules on reselling and the profits and pass-thru's, if any, that are allowed by the state.
