Submetering (reselling) is a growing issue amongst mall-based commercial retailers and the state rules centering around this topic directly affect the customer's monthly electricity bills. The traditional landlord/tenant relationship depends on both parties knowing the rules on reselling and the profits and pass-thru's, if any, that are allowed by the state.
