The revised and updated third edition of this manual presents the concepts and skills needed to implement an effective public participation program. Focusing on the changing environment and critical issues, the Manual provides practical, real-world information on working with the public as a partner rather than as an adversary. The third edition includes new sections on community relations and coalition building. Also includes information on alternative dispute resolutions and partnering.
